To analyze the preparedness of all districts of Madhya Pradesh for the launch of electronic vaccine intelligence network

Abstract: In the year 2012, The Government of India Submitted an application to Global Alliance for Vaccine and Immunization (GAVI) for funds in order to strengthen its public health system. After assessing the application GAVI agreed to fund $102 million as support to Indian Public health system and to reduce the burden of Diseases by routine immunization. Under this aid a no. of steps needed to be taken and among these steps, the most crucial steps were introduction of two catalytic systems called Vaccine Logistics Management (VLM) and Electronic Vaccine Intelligence Network (e-VIN). e-VIN and VLM go hand in hand as all the information required for the VLM to operate at optimum level will be provided by the e-VIN. GAVI wanted to first launch these two systems simultaneously in 8 priority states which are identified by UNDP by its research. But before that GAVI did a pilot project in Madhya Pradesh where they wanted a report on the assessment of infrastructure, manpower skill and level of IT employed in public health facilities. IMS Health won this project to survey all the health facilities at different levels i.e. divisional, district, sub-district etc. on the parameters defined by UNDP and GAVI. This project was carried out in four phases. I became the part of the project from second phase. Second phase was a two day training camp where all the data collectors were educated about the importance of the project and why it was being done and for whom it was being done. Data collectors were sensitized about the protocols to be followed while interacting with govt. officials and the documents that they need to carry every time they visit the health facility. Third phase consisted of data collection and cleansing. As I was in the back office data cleaning was done by me where I did cursory checks for all the survey forms submitted in real time basis. Error checks were done based on skip methods and validation techniques. 30% of the forms were validated by doing back checks to make sure data collected was corrected and the questions were correctly interpreted. Weekly meetings were done with market research team in Madhya Pradesh about the speed with quality of the forms submitted, errors in the interpretation of forms. Fourth phase consisted of data analysis and interpretation. i, with my team mate developed a readiness score tool which can be used to assess which districts are ready to roll o e-vin and which districts needed work.
