Assessment of wind capacity target and the future roadmap of wind tariff in new competitive regime

Abstract: After the new targets have been announced by Ministry of New and Renewable Energy (MNRE) in February 2015 under Union Budget, India has developed its renewable power sector at a very fast pace. Though, wind sector in India started its development three decades ago but recently wind sector has seen tremendous growth of maximum capacity addition this financial year. By this, wind is now more than half way towards its target of 60 GW by 2022 [14] . The major challenges that wind sector has faced in past few years such as grid curtailments, grid infrastructure, land acquisition etc. still poses a question that “Would India be able to meet its target by 2022?”

This study is carried out as an ongoing project in Council on Energy, Environment and Water (CEEW) funded by Shakti Sustainable Energy Foundation. The objective of this study is to identify key challenges affecting wind power market and to support the policy makers to come out with right set of policies and incentives in order to achieve wind target by 2022. India being a developing nation has a constrained budget, so policies are to be designed in such a manner that they are cost-effective and aspires to fulfil the target within the time framework without fail.

The project involves financial analysis of wind tariff in the states of India, significance of moving from feed-in tariff to competitive reverse-auctioning mechanism. It also focusses on building possible scenarios towards the achievement of target within time constraint, setting comparison between them in terms of investment and achievability and recommending right set of policies to be needed time to time in order to overcome the challenges that are still prevailing in wind deployment.
