Abstract: Gurgaon, known as Millennium city, is having rapid economic growth leading to rapid
urbanisation. Hence due to urbanisation, a large number of residential and commercial buildings
are being constructed, due to which a huge quantity of C & D Waste is being generated every
day. Generation of C & D Waste is increasing at an alarming rate in Gurgaon due to fast pace of
Infrastructure and real estate development. At present, there is no systematic storage, collection,
reuse or recycling process being adopted for C & D Waste in Gurgaon. A significant quantity of
C & D debris is being disposed of at more than 60 Nos. unauthorised dump-sites, causing
littering, which is having huge impact on Gurgaon Landscape. Hence C & D Waste needs to be
managed & addressed urgently by Municipal Corporation of Gurgaon through an Integrated C &
D Waste Management System. MCG is having 4 Zones, which have been further divided into 35
wards for better administrative control and functions.
During the year 2013, a Project Proposal for Installation of Integrated C & D Waste Processing
Plant in Gurgaon was submitted by IL & FS Environmental Infrastructure & Services Limited to
Municipal Corporation of Gurgaon. Based on the Detailed Project Report submitted by IL & FS
Environment, Municipal Corporation of Gurgaon has now obtained the approval from Haryana
Government in Dec 2016 for Installation/ Commissioning of Integrated C & D Waste Processing
Plant of capacity 300 Tons per day for Gurgaon.
Reuse and recycling of C & D Waste is an important strategy for management of such type of
waste. Due to lack of awareness of the recycling techniques in our country, recycling of C & D
waste has not been considered seriously so far. Hence, this type of integrated project has
secondary collection, transportation, processing and disposal of C&D waste.
The recycled C & D waste products can be used by various government agencies such as MCG,
HUDA, PWD, Gurgaon Rapid Metro and Real estate developers. C & D waste can be used in
various layers of road (Sub Base & Base Course Constructions), rigid pavement construction &
embankment works. The operating cost of C & D plant in recycling, segregating of C&D waste is
higher than corresponding conventional materials obtained from natural resources. However, for
proper utilization of the C&D waste recycling products, price should be determined as per
Haryana Scheduled Rates & the discount in sales price should be as per volume of purchase by
various Stakeholders.
