Sub-national climate action in India: polycentricity or multi-level governance

Abstract: This study uses the concept of multi-level governance and polycentric governance (polycentricity) to understand the context of climate policy in the states of Delhi, Maharashtra, West Bengal and Tamil Nadu in India. At the sub-national level, most of the states in India formulates the policy based on the national directives. The greater participation and effective role of states is essential to determine the climate policy initiatives and its landscape at a global level. Thus, it becomes imperative to highlight upon the functions of the state in accordance to the policies that it formulates by maintaining the structure of the policies starting at the most local level. However, focusing more on a bottom up approach can lead in building up a more holistic approach towards climate action in India.
