Performance assessment of most improved city in Swachh Survekshan 2018

Abstract: Swachh Bharat Mission is one of the most ambitious project on sanitation was started in 2014. According to a report released by NSSO in 2016 shows that there has been 70% increase in construction of IHHL under Swachh Bharat Mission whereas the construction of toilets in schools has been dipped by 33% in comparison of 2014-15. This study tried to analyse the progress made by Ghaziabad city in Swachh Survekshan 2018 and explore possible reasons behind this. In order to encourage a healthy competition within cities, MoHUA had started a ranking based on different parameters of Swachh Bharat Mission’s guidelines in 2016 and recent edition of this ranking has been finalized. The study area for this study was taken as Ghaziabad which has shown tremendous improvement in the ranking. The data was compared from Swachh Survekshan 2017 and Swachh Survekshan 2018 and there were about 15 parameters that were analysed. A formal meeting with Municipal Commissioner was conducted to get more insight of the process. On ground assessments were done to verify the claims made by Ghaziabad Municipal Corporation. This study found out that the factors which affected such level of improvement like capacity building of the organization, good resource management, effective communication, proper planning and political atmosphere. Some way forwards for Ghaziabad Municipal Corporation to achieve Swachh Bharat Mission objectives more effectively were made. These suggestions were like effective disposal of collected waste, sale of treated wet waste, integration of informal sector, comprehensive involvement of NGO’s and self-help groups, participatory planning and social equality.
