Study of Swachh Survekshan 2018 processes and city level trends in solid waste management and open defecation free status

Abstract: The Swachh Bharat Abhiyan started by Prime Minister Narendra Modi on the 2nd of October in the year of 2014.The pan Indian mission started with a sole purpose to clean up the Indian streets, roads and infrastructure. The mission was divided into two Swachh Bharat Abhiyan Gramin for rural India (Under the Ministry of Drinking Water and Sanitation) and Swachh Bharat Abhiyan Urban (Under the Ministry of Housing and Urban Affairs).

As a prelude to encouraging cities to improve urban sanitation, Ministry of Housing and Urban Affairs had conducted ‘Swachh Survekshan-2016’ (Sanitation Survey).The objective of the survey is to encourage large scale citizen participation and create awareness amongst all sections of society. The survey also intended to foster a spirit of healthy competition among cities and towns to improve their service delivery to citizens. In the project the author tries to categorise the 85 ULBs assessed during the survekshan on the basis of population and on the basis of states. The categorisation will help to analyse the trend of waste management among the cities falling under each population category and respective state category. The project revolves around another integral part of the survekshan i.e. the process of the survekshan. The largest sanitation survey has a robust methodology. The author tries to make a comparison between the mandates of the survekshan process and the actual situation

The ULBs are assessed on the parameters of collection, transportation & the processing of solid waste.The cities are also assessed on the basis of their Open Defecation Free status.After the assessment of the 85 ULBs it was inferred that the cities with population less than 1 lakh source segregation is 5.7% thus few cities in this range practice proper source segregation, these cities were unable to provide log books of waste collected in a segregated manner or compartmalised vehicle information which was one of the most important evidence for this indicator.4.2% of the cities in this category are practicing & promoting on-site composting in their parks & gardens. Cities with lesser population can utilise a lot from this indicator thus all the parameters were assessed on the basis of population & state category.
