Abstract: In this rapid era of urbanization, cities and its citizens should consider its urban environment as
an asset and contribute towards the sustainability of cities. Solid waste management plays a
crucial role in urban development by diminishing the health and environmental hazards and
promotes the reuse of solid waste. Most importantly, this become mandatory in developing cities
like Gurugram, Noida, Greater Noida etc as more urbanization implies more solid waste and
hence requires efficient and sustainable management.
With the 74th amendment of the Constitution of India in 1992, Municipal Authorities or Urban
Local Bodies, (under 12th Schedule) have one of the mandatory functions as Municipal Solid
Waste Management. Central Government issued Municipal Solid Waste (Management &
Handling) Rules, 2000 (revised Rules in 2015) for effective management of MSW by the ULBs.
Constitution of Municipal Corporation of Gurugram took effect from Jun 2008 and first election
for electing Councilors held in May 2011. MCG is having 4 Zones, which have been further
divided into 35 wards for better administrative control and functions. Each Zone under a Joint
Commissioner is having a Sanitation wing responsible for Collection & Transportation of
Municipal Solid Waste
In Gurugram, Municipal Corporation gave tender to a Chinese firm Eco green energy private
limited which has been working on the solid waste management in Gurugram. The main
objective is to rectify the open dumping sites and to accelerate the working of door to door waste
collection. Around 880 tons of waste is being dumped to the Bandhwari plant. They are
collecting the waste from door to door and then garbage compaction takes place at mini transfer
station, the compacted waste is transferred to the processing facility and the final dry waste will
be converted into Refuse derived fuel i.e. electricity and wet waste will be used as high quality
compost in agriculture. They also introduced various transformation like open vehicles and
dustbins are changed with the closed ones and open dumping sites are converted into mini
transfer stations. The urban local body as well as private organization altogether helps the
citizens for providing the better services however, they require addressing issues due to political
system, financial support, public issue and lack of citizen participation to provide a better
Municipal Solid waste management for city.
