Abstract: Urbanization is an integral characteristic of economic development. Presently, in India 28% people are living in cities and contributing to almost 65% of the GDP. It is estimated that India will host around 39% of its population in urban centers by 2030 and that is why urban centers are generally referred as ‘engines of the inclusive economic growth’. The rapid urban expansion in India has invited unpredicted technical as well as policy challenges. According to world bank, many Urban Local Bodies (ULBs) in India do not have a modern policy framework to address urbanization and multiplicity of local bodies which clogs the efficient planning. This has degraded growth of urban centers and is hampering the country’s growth towards Sustainable Development Goals (SDGs). It is also often observed that private sector players are redundant to invest in urban sectors.

The present toolkit provides guidance to the ULBs and Corporates to follow a systematic and holistic approach towards planning, development and collaboration. The toolkit provides a gap assessment checklist and tool to analyze the infrastructure gaps in urban utility service delivery systems. It also presents case studies and sustainable development practices across the globe that can be implemented in India for development of cities in a sustainable way. Last section of the toolkit identifies the finance instruments to channelize funds into the Indian urban development sector and also promotes the collaboration between public and private sector for holistic development of cities.
