Analytical overview of Indian LPG sector with focus on PMUY

Abstract:

The objective of this report is to perform a brief analytical overview on Indian LPG sector with focus on PMUY (Pradhan Mantri Ujjwala Yojana). First, the current Indian LPG scenario from production to consumption in terms of numbers is presented on a broad scale. Then, the importance of analysing the current LPG bottling infrastructure, LPG distributors and performance of Pradhan Mantri Ujjwala Yojana is elaborated. LPG overview includes the source of LPG in India i.e. production and imports, exports, current consumption among sectors and the current LPG penetration levels. Later, national wise analysis of LPG bottling infrastructure is done to assess the current LPG bottling capacity and LPG bottling plant number in the country, given that LPG consumption is growing at 10% annually. The capacity utilisation of the current LPG bottling plants has been calculated and analysed whether it is at par with the consumption of LPG in the country. The indicators of distributors viability have been done to understand issues in setting up of new distribution in rural areas. Later, with publicly available data, analysis on PMUY connections released, whether the released connections have reflected into consumption, the reasons for not reflecting into consumption, the role of LPG prices and subsidy in the above has been revealed. Based on the results of the analysis, comment on the performance and structure of the scheme has also been made. Methods have been suggested that can be incorporated into the existing scheme to increase the consumption among the BPL households.
