From carbon to confidence: SD VISta and the promise of advantage Assam 2.0

Abstract:

This dissertation examines the combined potential for promoting sustainable development in Assam, through the strategic intersection of the Advantage Assam 2.0 initiative, the Sustainable Development Verified Impact Standard (SD VISta) program, and the carbon market. As the global carbon market develops, it provides ways to support socioeconomic growth and monetize carbon reduction initiatives, particularly through voluntary programs. By certifying projects that support the Sustainable Development Goals (SDGs) of the UN, Verra's SD VISta program expands this market while maintaining environmental integrity and providing quantifiable social and economic co-benefits.

The report assesses the extent of SD VISta-aligned projects in Assam in important areas like livelihood development, agroforestry, water management, and renewable energy. The research measures stakeholder perception, investor awareness, and market preparedness for implementing SD VISta-certified projects using a mixed-methods approach that includes primary surveys and secondary policy analysis. Strong support is found for investments associated to the SDGs, especially in renewable energy, economic growth, and climate action. However, scalability is hampered by major awareness gaps, administrative roadblocks, and infrastructure issues.

This study also examines how Assam's investment and industrial strategies, as outlined in Advantage Assam 2.0, can complement SD VISta in order to promote inclusive growth, enhance corporate social responsibility profiles, and draw in green capital. Blockchain integration is also looked at as a way to improve carbon credit systems' traceability and transparency. The dissertation's final conclusion is that Assam can become a model for low-carbon, high-impact growth if its sustainable development goals are in line with strong certification standards like SD VISta, which are backed by legislative changes and technological advancements. For investors, development planners, and politicians looking to operationalize sustainability in emerging economies through climate finance instruments, it offers practical insights.
