Abstract:

This study explores the barriers to a just energy transition in coal-dependent rural communities of Jharkhand, with a specific focus on Ramgarh district. The current discourse on just transition largely centres on renewable energy infrastructure and the closure of coal mines, often failing to address the deeply embedded human realities such as livelihood insecurity, ecological degradation, and governance failures that coal-dependent regions continue to face. The objective of the study is to examine the multidimensional barriers: environmental, socio-economic, institutional and policy that hinder a just and inclusive energy transition in Jharkhand’s coal-dependent communities. Employing a qualitative exploratory approach, primary data was collected through semi-structured interviews, expert consultations, and focus group discussions with stakeholders in Ramgarh. The key findings identify three critical challenges: (1) continued dependence on coal-related livelihoods due to lack of alternative livelihoods; (2) ecological degradation that undermines long-term community sustainability and (3) weak implementation of mine closure and land reclamation policies. The study also examines the role and effectiveness of institutional mechanisms such as the District Mineral Foundation Trust (DMFT) and Mine Closure Guidelines. It concludes that an integrated and inclusive transition strategy is urgently needed, one that combines social protection, ecological restoration, and participatory planning to address growing inequalities and ensure a just and resilient energy future for coal-dependent communities.
