Abstract:

Access to clean and reliable energy plays a transformative role in enabling inclusive development, particularly for marginalized communities. However, mainstream energy access programs often overlook the unique needs of Persons with Disabilities (PwDs), whose lived realities are shaped by complex intersections of poverty, social exclusion, and infrastructural inaccessibility. This thesis examines how decentralized solar energy interventions influence the Quality of Life (QoL) of PwDs, drawing on field-level insights from the SELCO Foundation’s initiatives in India.

Using a qualitative, case-based approach, the study employs both the WHO Quality of Life (WHOQOL) framework and Amartya Sen’s Capability Approach to assess the multidimensional impact of solar interventions. Data was collected through in-depth interviews with PwD end-users across diverse socio-economic and geographic settings. The findings reveal that well-designed solar solutions—when tailored to users' specific needs— can significantly enhance daily functioning, health, economic participation, and self-reliance. Importantly, the research also surfaces systemic barriers such as limited policy integration, affordability gaps, and inadequate support services that hinder the full realization of benefits.

By bridging the domains of disability inclusion and sustainable energy access, this thesis contributes to emerging discourses on energy justice and inclusive development. It offers actionable insights for policymakers, practitioners, and grassroots organizations aiming to embed equity into clean energy transitions. The study underscores the importance of human centered design, participatory planning, and intersectional thinking in achieving truly inclusive energy ecosystems.
