The Department of Policy and Management Studies invites applications for the position of Assistant Professor.
Number of Post: 1 (One) Regular, Level 10 (AGP)
Eligibility Criteria:
i. A Master’s Degree with at least 55% marks (or an equivalent grade in a point scale wherever grading system is followed)
ii. National Eligibility Test (NET) conducted by the UGC or the CSIR, or a similar test accredited by the UGC, like SLET/SET or who are or have been awarded a Ph. D. Degree in accordance with the University Grants Commission
Thematic areas: Development Studies
Specialization: Needs and Impact Assessment, Project Design and Management and Evaluation, Qualitative and Quantitative Research Methods, Monitoring, Evaluation and Learning (MEL); Environment and Climate change, Climate-Development nexus, Sustainability studies, Social Inclusion and Governance; and Data-driven Development Practice/ Development data analytics.
Desirable Qualification: Candidates with PhD with Social work/ Rural Development/ Rural Management/Sustainability Studies/Development Studies/Public Policy, with desired specialization with expertise in qualitative and quantitative research (hands-on experience in analytical software such as STATA, Atlas Ti or equivalent tools.), proven experience in PRA and RRA exercise (Needs assessment, Impact assessment etc.); Project Design and Management shall be given preference. Demonstrated ability to attract national and international research funding, develop international collaborations, and contribute to high-quality scholarly outputs.
Pay Scale: • Under the prescribed U.G.C. Pay-scale.

Position: Administrative Assistant (Accounts)
Number of the Post: 1 (One) contractual
Job description: The role involves providing financial, administrative, and data management support for government funded projects and institutional finance operations. Responsibilities include maintaining accurate financial records, ensuring compliance with government financial systems, and supporting smooth and efficient workflow management.
Responsibilities:
1. Knowledge of Public Financial Management System (PFMS), Treasury Single Account (TSA), BharatKosh and Government e Marketplace (GeM) portal for Government Grants Management.
2. Data entry related to schemes, payments (including Direct Benefit Transfers), and administrative expenditures.
3. Assist in the preparation and processing of bills, payment process authority (PPAs), utilization certificates, and project-related financial reports.
4. Maintain books of accounts, vouchers, and all relevant financial documents in both digital and physical modes.
5. Scrutinize source documents for correctness before data entry.
6. Identify, rectify, and report discrepancies to ensure consistency and accuracy of the financial records.
7. Compile Financial data and generate reports/statements as required by Management, Auditors, or Funding agencies.
8. Adhere strictly to data privacy, confidentiality, and system security protocols while handling sensitive financial information.
9. Provide general office support, including filing, scanning, printing, and coordination with banks or external agencies.
10. Knowledge of handling Procurement activities and Travel Desk.
11. Registration and handling of student’s scholarship through the PFMS / DARPAN portal.
Required Skills and Qualifications
1. Minimum: Graduate degree in Commerce.
2. Preferably: Postgraduate degree in Commerce or Business Administration.
3. Proficiency in MS Office applications (Excel, Word, PowerPoint).
4. Strong typing speed and accuracy (preferably 40 WPM or above).
5. Working knowledge of Tally Prime (Gold) for accounting data entry.
6. Familiarity with PFMS or similar government financial management systems is a significant advantage.

About the Project:
The New IPSA Kumbh Project builds upon the earlier study titled “IPSA-Kumbh – Mapping the impact of floating population on sewerage infrastructure and river water quality during Maha Kumbh 2025 at Prayagraj” conducted under the Namami Gange Programme. While the previous phase focused on assessing impacts during Maha Kumbh 2025 at Prayagraj, the current project shifts towards forward-looking scoping and planning for the Ardh Kumbh Mela 2027 at Haridwar. The project aims to support evidence-based planning by integrating lessons from past Kumbh events with ground-level assessments, stakeholder consultations, and system-level analysis of water, sanitation, sewerage, sewage management, and solid waste systems.
The project will contribute to developing planning frameworks and operational insights for managing sanitation, environmental quality, and public health risks at one of the world’s largest religious congregations.
Position Details:
• Duration: Three (3) Months (Expected to be extended further based on performance and project requirements)
• Monthly Salary: Rs.80,000/- + HRA (27%) (Total Amount: Rs.1,01,600/-)
• Working Place: Emerson Centre of Excellence for Sustainability Studies
• Location: New Delhi and Haridwar (including field-based work)
Key Responsibilities: The PDRF will work closely with the IPSA Kumbh project team and contribute to both field-based and analytical components of the study.
• Support primary surveys, field visits, and rapid assessments to assess sanitation, sewerage, sewage treatment, and solid waste management systems in Haridwar, including existing infrastructure, temporary arrangements, and stress points relevant to Ardh Kumbh 2027.
• Assist in the planning and conduct of stakeholder consultations with municipal bodies, state line departments, NGOs, service providers, and other relevant institutions, and document outcomes through summaries, minutes, and analytical notes.
• Contribute to the scoping and analysis of solid and liquid waste management systems, including solid waste collection, segregation, transportation, and disposal, as well as sewerage and sewage management capacities, temporary solutions, and peak-load gaps.
• Support assessment of environmental and river water quality impacts, with particular focus on sewage discharge, sanitation practices, and pressures arising from mass gatherings.
• Conduct reviews of reports, policies, and case studies from previous Kumbh events, including lessons learned from Maha Kumbh 2025 at Prayagraj.
• Assist in research documentation and project support activities, including preparation of field reports, technical notes, scoping documents, presentations, workshops, and other project deliverables, and undertake additional research tasks as required.
Educational Qualifications: PhD degree (completion required) and work experience (preferable) in one of the following or related disciplines:
• Environmental Studies / Environmental Engineering/ Civil Engineering (with focus on water, sanitation, or infrastructure systems)
• Public or Environmental Health
• Urban Planning and Management
Desired Experience and Skills: Prior experience through research projects, or academic work involving:
• WaSH, sanitation, sewerage, sewage treatment, or solid waste management.
• Urban infrastructure, public health, or environmental systems.
